Quarterly Meeting Minutes

March 12, 2000

Salem Quarterly Meeting met March 12, 2000 at the Woodstown Meetinghouse. Our Clerk, Gloria Horvay, welcomed everyone and opened the meeting after a brief period of worship. She expressed appreciation to Woodstown MM for hosting and providing delicious soup and bread for all to share. She thanked Joe Volk for his insightful program and noted that she will send a letter expressing thanks on behalf of the Quarter.

She highlighted some of the items on the agenda: Quarter committee reports and financial matters. The minutes were reviewed and approved with some minor corrections. Upon request from Gloria, Friends present introduced themselves.

Gloria read correspondence from Lois Dinshah in which she expressed her appreciation for Quarter support for her criminal justice work and travels. Lois reported that she plans to attend a conference scheduled for May 10–13 held in Toronto.

Sue Price-Redfern, Clerk of the Quarter Finance Committee, gave the Budget Report, which included actual expenditures for this year and current balances (not available online). She expressed thanks to MMs for contributing their covenant amounts to the Quarter. Discussion ensued about the funds allocated to children’s programs since the Quarter Young Friends Committee has been laid down; it was decided that the funds will remain in a separate line item in the budget and Gloria will send a letter to all MMs informing them of the available funds to support children’s activities (priority for events in the Quarter) and encouraging MMs to open their children’s program events to Quarter young friends. It was decided that requests should be made to Gloria who will process the vouchers through the Quarter Treasurer. The Budget Report was accepted as given.

Sue expressed gratitude to MMs for their continued support of the Finance Committee, noting that the Committee has completed its work developing the Fiscal Year 2000–2001 Proposed Budget. Since MM financial commitments did not cover the budget proposed, the Finance Committee found it necessary to cut the funds requested by some Quarter Committees (i.e., Outreach); consequently, the total Quarter budget was reduced for this next year to about $2,000. Friends approved the proposed FY 2000–2001 Budget as presented. Gloria thanked the Finance Committee for its work and clear yet comprehensive report.

In response to the request by the Quarter to determine whether the restricted funds from the Alloway Trust can be expanded to include other Quarter proper ties, Sue reported that our Quarter Treasurer, Dianne Herland Sloane, who is an attorney, clarified that these restricted funds legally can only be used for the originally designated areas, which include the Alloway Meetinghouse, Harmersville Cemetery, and the Cemetery at Alloway Creek.

Gloria read a report submitted by Mary Waddington, Clerk of the Quarter Worship and Ministry Committee (not available online); in the report, Mary expressed appreciation to Phil Anthony for presenting a perceptive program on the Hebrew meaning of Sabbath. Friends accepted her report as submitted.

Mary Rowson, Clerk of the Quarter Retreat Planning Committee, encouraged Friends to mark their calendars for the August gathering whose topic will be “Conflict: An Opportunity for Spiritual Growth.” She noted that this year Friends are encouraged to utilize the Howard Johnson Motor Lodge located near the Burlington Meetinghouse if more privacy is desired.

Peggy Warner, Clerk of the Quarter Nominating Commmittee, announced the names of Friends selected to serve extended terms and new appointments for Quarter Committees; she expressed thanks to the Committee for its work and to those Friends who have agreed to serve the Quarter. Friends approved all the nominations (see printed list).

Cindy Cox Crispin, Co-Clerk of the Quarter Outreach Committee, reported that although the Committee has not met recently, progress has been made on the goal to purchase and distribute Quaker videos. Gloria noted that she now possessed three sets of videos for each MM in the Quarter which she would distribute; Friends were reminded that one set was designated for the MM to use, and the other two sets were targeted for a local library and a local school. Cindy reminded each MM to coordinate placements through Gloria to alleviate possible duplications. Sticker labels are being printed to indicate the source of each donated video. As a school librarian, Gloria indicated that the best match of video content to school curriculum was to contribute the Penn Video to an elementary school and the Quaker Video to a high school. Gloria also reported that as requested by the Outreach Committee she was selecting books to recommend for the Committee to purchase for an outreach project; the Committee needs to decide which specific books are to be purchased. Cindy thanked Gloria and Bob for their work concerning the video and book outreach project.

Cindy acknowledged the many worthwhile accomplishments of the Outreach Committee during the past several years of its existence; however, she noted that three planned Committee meetings during the past year had to be cancelled due to lack of possible attendance of key Friends, which has led to a concern by the two Co-Clerks that there may not be sufficient interest and support of the Quarter to continue this Quarter Committee. Barry Sloane, Co-Clerk, reinforced the validity of the question and expressed that the Quarter needs to decide if this Committee should be laid down. Mario Cavallini, Recording Clerk of the Committee, acknowledged that although outreach is a critically important goal of the Quarter, the Committee has comprised fewer than half the MMs in the Quarter on a consistent basis. After a discussion of the merits and problems of the Committee, Gloria agreed to send a letter to all MMs requesting input from MMs at the next Outreach Committee Meeting whose date and time will be scheduled by the Steering Committee.

Due to time factors, Cindy suggested that Friends decide now if some Outreach Committee funds may be allocated to the new outreach project associated with the Millennium Celebration of Woodbury, the Cooper Street Bridge Mural, which has been approved to be painted by Narcissa Weatherbee and her colleague. Gloria discerned from discussion that Friends approved $500 for this project.

Mary Rowson announced that Greenwich MM will be hosting a Quaker Art Show on April 30; she distributed flyers for all MMs. She encouraged interested Friends to contact her for further information.

Gloria read a report submitted by George Crispin, Clerk of the Quarter Trustees (not available online). The report highlighted progress being made in caring for different Quarter properties and encouraged Friends to attend the June Quarterly Meeting to be held at the historic Lower Alloway’s Creek Meetinghouse. George welcomed the two new appointed Trustees to the Committee. Friends accepted the report as written.

Jack Mahon, Clerk of the Steering Committee, reviewed the Quarter Goals developed for this year, noting that the Steering Committee is responsible for determining which Quarter Goals our Coordinator should address and for guiding his efforts toward accomplishing specific goals. He encouraged Friends to discern appropriate Quarter goals for next year which should be forwarded to the Steering Committee. Phil expressed that as a result of today’s program, he intended to use the Quarter Newsletter to inform Friends of legislation. Jack reported that copies of the 1990–1996 Steering Committee minutes had been forwarded to Swarthmore College and an Ad Hoc Committee still needs to be developed to preserve and coordinate the use of Quarter materials. Sue Price-Redfern and Gloria agreed to coordinate this needed Ad Hoc Committee. Gloria thanked the Steering Committee for its work on the goals, which Friends approved as presented.

Mario Cavallini, Treasurer of the Steering Committee, disseminated handouts concerning the Proposed Budget for the Year 2001–2002, developed by Steering Committee. He noted that most items in the budget had decreased amounts, reflecting a “tightening of the belt” due to the lower covenants of MMs to the Quarter. He explained how the Quarter was responding to difficulties in providing insurance for the Coordinator’s family (since PYM does not contribute its usual 25% match of funds for family members). Gloria indicated that Friends approved the Budget as presented and thanked the Steering Committee, especially Mario, for his hard work on the Budget.

Phil introduced a Minute of Support for the Million Mom March scheduled for May 14 in Washington, D.C., to call for effective handgun control legislation; he noted that he had agreed to forward this Minute written by Karen Huber and Deborah Seabrook. Gloria discerned that the Quarter united behind this minute and Friends were encouraged to publicize and participate in this event. Phil noted that efforts were under way to enlist support for this project at Yearly Meeting.

Phil announced that PYM reported good news for our Yearly Meeting—for the first time in twenty years, PYM had a positive net change in number of members (albeit just a plus 1)!

Bob Horvay encouraged Friends to attend a conference called “Fostering Vital Friends Meetings.” He noted that he had information for all MMs and materials for Friends to review and/or purchase.

George Crispin, new Clerk of the Tri-Quarter Gathering Planning Committee, announced that the Camp Ockanickon event will be held the weekend of September 29 this year. He encouraged all Friends to participate in planning and attending the Gathering, entitled “It Takes a Village To Raise a Friend.” He emphasized that this year Friends will have more flexibility in selecting how to utilize their time, reflecting their preferences for more or less structured gatherings of Friends.

Gloria thanked Friends for participating in this Quarterly Meeting and closed the meeting with a brief period of worship.
